Phillip “Phil” Scott Tolliver departed this life on June 2, 2026 surround by the love of his family. He was born on March 18, 1942 to the late William C. Tolliver and Anne L. Scott Tolliver in Chillicothe, Ohio.
Phil was a graduate of Jefferson High School, Class of 1961. After graduating from high school, Phil proudly enlisted in the United States Army. He was stationed at Fort Riley, where he served with the 2nd Battle Group, 8th Infantry, Company C, First Platoon. His military service reflected the dedication, discipline, and sense of duty that would characterize his life for years to come. He retired from Wallick Properties where he was a dedicated employee.

Throughout his life, he worshipped in various churches, but his faith in Jesus Christ remained steadfast. Phil believed that Christ was the firm foundation upon which he built his life, and his relationship with God continued to deepen throughout his journey.
Phil met the love of his life, Lynda, through a mutual friend, and the two later married. Together, they built a loving family and a home grounded in faith, where the presence of the Lord was always evident. As a family, they faithfully attended Shiloh Baptist Church, where Phil continued to grow in his walk with Christ and was ordained as a deacon. Their marriage was a testament to enduring love, unwavering commitment, and God’s grace, spanning 48 blessed years.
Phil had a deep appreciation for jazz music and good barbecue. He and Lynda enjoyed attending jazz concerts together at the Fraze Pavilion and other venues throughout the state, creating many cherished memories along the way. Phil was also one of his son’s biggest fans in the kitchen and especially looked forward to enjoying his smoked pulled pork, a favorite that never failed to bring a smile to his face.
He was preceded in death by his daughter, Tawanda M. Boyd-Williams; grandson, Kenneth Scott Weaver; father-in-law, Elmer “Duke” Hathman; mother-in-law, Agnes Hathman; brother-in-law, William E. Hathman; nephew, William “Billy” Hathman; and best friend, Rev. John Conley, Sr.
Phil leaves to cherish his memory: His loving and devoted wife Lynda Tolliver; his children: Nicole and Bryan Weaver; grandchildren: Kevin Boyd, Tyler Williams, Sha’Lynn Weaver, Joe’Vaughn Allen, Kingston Crutcher-Weaver, Nia Weaver, and Ryann Weaver; and a host of great-grandchildren, family, and friends. Leroy and Shawana Anthony, Tameka Bates, Donovan and Jill Cole, Chris and Liz Yarger, Brandon and Aminah Smith; cherished military friends, Jesse Williams, Charles Marshall, Rufus Watts, and Julius Lang.
